Every state has public entity pools and self-insurance funds that can be the main competitor for insurance agents competing with traditional insurance carriers. Most states have the following separate funds:
- Municipal Property and Casualty Self-Insurance Fund
- Municipal Workers Compensation Self-Insurance Fund
- County Association Property and Casualty Self-Insurance Fund
- County Association Workers Compensation Self-Insurance Fund
- School Board Association Property and Casualty Self-Insurance Fund
- School Board Association Workers Compensation Self-Insurance Fund
Most funds have a common expiration date, a specific number of days prior notice to terminate fund membership, broad property coverage terms, typically no aggregate on the general liability and law enforcement liability as well as automatic coverage for vehicle, equipment and property changes.
- Virtually every self-insurance fund has some of the following disadvantages
- Members are assessable for the fund results indefinitely into the future for the years they participated
- Defense costs are inside the limits
- Defense costs are subject to the deductible
- There is usually a mandatory participation period
- The results of other members in the Fund can impact everyone’s premium
- Dividends are advertised but represented as a renewal reduction which is not available unless the insured remains in the fund
- The insured owns part of the fund surplus but will never have access to the surplus
