About Us
The principals of Saville Public Entity helped form the foundation of the public sector insurance industry more than 30 years ago. We were instrumental in the creation and refinement of public entity programs with most major carriers in the United States with relationships industry wide. Our principals have written hundreds of cities, counties, schools and utilities with premiums that range from $10,000 to over $1,000,000, through exclusive programs and uniquely designed, self-insured plans.

Meet Our Executive Team
Bob Saville
Bob is one of the insurance industry’s most trusted experts. Known as a “walking encyclopedia” of public sector know-how, Bob helped to pioneer the concept of insurance for cities and counties and wrote some of the original policies in the 1980s.
Approaching his fourth decade in the business, Bob shares his expertise with agents across the United States, helping to write policies in 46 states.
His background in accounting and insurance allows him to integrate risk management accurately into budgets and reduce claim payments through bill review and claims network applications. He has also administered multiple self-insurance programs throughout the country.
He has served as a consultant, risk manager and advisor for hundreds of cities, counties, utilities and local agents. He continues to work hands-on with Saville’s most trusted clients.

Carson Saville
Carson works daily to continue decades-long relationships with incumbent agents, while introducing new agents to the public sector of insurance.
Carson oversees SPE’s operations, including business development and marketing, and has served as a consultant for several municipalities. He also works with local agents across the U.S. to ensure their accounts are protected from bidding, pools/associations.
Carson previously worked as an underwriter in the private/non-profit sector, allowing him to gain valuable knowledge of risk assessment and insurance regulation. He also worked alongside the State Board of Workers Compensation as an account manager.

Brandon Saville
Brandon is one of the few of his generation that has a firm understanding of the public sector, with top-level expertise in the public sector working with municipalities, brokers, and carriers. He attended Georgia Southern University, and has a Bachelor’s degree in Business Management. After college, Brandon worked in the aerospace industry for 3 years in supply chain before joining Saville Public Entity as the Chief Financial Officer responsible for the company operations, accounting, and management.
In addition to his CFO responsibilities, Brandon manages the carrier and broker relationships. Brandon’s broad public sector experience makes him uniquely qualified to address complicated risk placements and stay on the cutting edge of public sector claims, carrier appetites, and market trends.
David Saville
“The only disability in life is a bad attitude.”
It’s a phrase David Saville often mentions during speaking engagements across America. He lives by its meaning.
Born with Down’s syndrome, David has become a nationally-recognized brand, thanks to his energy, enthusiasm and work ethic, as well as his love for Clemson football, hunting and life. The middle son of the Saville family, David’s journey as Clemson’s equipment manager - including his post-game dance moves - has been chronicled by ESPN, FOX SPORTS, CBS SPORTS and others. No wonder coach Dabo Swinney considers David an integral part of Clemson’s national championship campaigns. David has the national championship rings and Super Bowl experience to prove it.
David is a 2008 graduate of Norcross High School; he was named homecoming king his senior year and graduate of the Clemson LIFE post-secondary program. David is a recipient of the Walter Camp American Hero Award and the Atlanta Alliance on Developmental Disabilities Outstanding Achievement Award. In 2019, he was inducted into the Gwinnett County Sports Hall of Fame.
When he’s not inspiring others, you can often find David hunting with his brothers, Carson and Brandon, or hanging out with his parents, Bob and Diane.
